Help Mounting Hitch

We have a 27’ 2003 Thomas EF with a short wheel base. Because of this, I don’t want anything hanging too low off the back of the bus due to it likely hitting the ground when starting up hills.

There are a bunch of steel weights between the frame in the rear of the bus. With all of the weight we added, and will add with the motorcycle (which this post is about), would it be okay for these weights to be removed, and the hitch be mounted higher up in the middle of the bumper, rather than below it?

I’m unsure of how low the rear gets when going up hill, but the angled sheet metal starting behind the rear wheels tells me it gets quite low. I’m also uncertain of how much weight those steel plates total.

I would appreciate if replies included facts rather than speculation. Thank you!
