Help please! Front core heater is disconnected

I need help with my front heater. The four knob switches on the front are for heat on, air circulation, driver heat, and defrost. Three of the knobs work but the heat on knob does not.

I just dismantled the dashboard today to get a view of why the heater wasn't working and found out the switch is disconnected. I traced the other switches and saw how they were connected which seems to be by a pulley system to open vents. I looked all over and can't figure out where the switch cord goes.

I own a 1989 Thomas Saf-T-Liner and the heater is a bergstrom. There is no model number or anything listed on it.

Any help would be awesome. Thanks!
