Is this bus way underpowered?

It's a 78 passenger with a rear Mercedes Engine. Vin indicates it is a 4.8L. Could that be right, and if so is it way underpowered?

Sounds pretty small for a full sized bus. People complain that the Cummins 5.9 is really too small but then a lot of people are driving them. The MB parts prices are scary too.
