I would make sure on that. Primer is generally designed to be an adhesive promoter for paint, to help paint stick to metal, and is designed to be covered with paint. Primer is porous, and many will absorb moisture over time. Not painting over primer might result in the primer drawing in water moisture over time, promoting rust.
Back when I was a teen, I had a car that the paint came off on, so I repainted it with grey primer. After that, when it rained the primer didn't sheet water off or dry quickly, and it would stay damp to the touch for hours. Not a problem for a teenager's beater, but not a long term solution either.
