Minor Roof Rust...suggestions please.

Some rust build up around bolt holes that appears to be surface only. Doing a low cost conversion. Would like suggestions on solution and paint for roof. Paint will be for insulation and rain/rust protection. See attachment for picture. Many thanks.

I'm dealing with some similar stuff. I"m up there sanding to get it ready for new paint. My method of dealing with that type of rust is to sand all the paint off of the affected area and treat with Ospho. After sitting overnight the iron oxide is converted to iron phosphate which can then be primed and painted.

Stuff like that is not bad rust. Sand or wire brush away and treat it with a rust converter or even paint if you get the rust to bare metal.
