Mud Flaps in some states?

I just got to thinking (dangerous sometimes) and wanted to ask. Does your state require mud flaps if you have dual rear wheels?
Second point on same thought line: mud flaps might make a good buffer between water tanks and framing/supports.

Mud flaps are required enough that I would use them just to not warrant getting pulled over for something stupid

also front flaps can also help protect tanks and such, it is also "the right thing" to do, I hate being behind a truck that doesn't have them, have received several windshield chips

My bus hasn't ever had rears installed but has always had front flaps.
So I bought a set of these-

Make sure they're not too long, as you back up they can get pushed into the tire and rip off. Even ripped one on (I thought) soft grass.
