Rust? it hasn't in it's 20 year life yet, why would it start now? It's a sticky tar just to hold the insulation in place.

I plan to use a 50c extra wide plastic spackle knife to do a quick scrape and whatever comes off comes off, and whatever doesn't gets insulation over it anyway. I agree if it hasn't been an issue yet, I doubt it will be to leave the gunk on there.
(That doesn't include the 2 panels I have that have visible rust, which will be treated appropriately first instead.)

What are you asserting, man???? I'm glad I didn't leave that garbage. Laziness is not the road to success.
The rust was from multiple sources of moisture. Condensation chief among them.

But you blamed it on the sticky stuff and I don't think you can verify that. The stuff has been on my bus for 20 years, there is no rust there at all.

I removed 40 feet of bus worth of it. I can verify that it traps condensation causing rust. No one's holding a gun to your head forcing you to remove it but don't go calling me a liar cause your bus is different.

Good idea, I want one of those! I wondered if it would work for the glue on my floor. I scraped it all up with about 40 razor blades instead. Regardless, one of 'em is on my wish list. I'll walk out of Home Depot $130 poorer one of these days.

This actually works pretty good. Its like cutting hair at a barber shop. Gonna order a an accessory kit with different attachments
Still wish i could use a pressure washer to give my bus a good cleaning though

Harbor Freight has them for $20 to $40. I've not used one so I can not attest to their quality.

Yeah. I'd get the black goo off and treat it. I used ospho. Some areas I used Rust Reformer. The gallon, not the spray can.
Try scraping off the black stuff. If that doesn't work try a wire wheel on a drill. If that doesn't work do what I did and get aggressive with aircraft stripper. But be damn careful with that stuff. Its no joke. Read the directions and warnings. Its very corrosive. Don't get it in your eyes or skin.
