It is the Fast Idle Solenoid, which is a solenoid operating in conjunction with an automatic choke to open the throttle slightly when the choke is in operation.

it's mounted on the dash?A fuel shutoff or highidle solinoid would be mounted on the engine
and it's not connected to anything?
Thats weird, can you take a picture from further away?
They make allot of different applications
