power loss how to?

so what does power loss or low power mean and how do i diagnose or remedy

well i can barely make it up some steep hills. i lose speed and rpms as i hit most grades. slow top speed on flats.....someone suggested a had a power loss problem?

diesel .a bunch of whiter smoke towards the very top of hill but real light once warmed up.i might change the fuel filter(S) again see if it helps. but i did replace them new napa. about 6000 miles ago so id think theyre pretty good

Sounds like a fuel delivery issue, definatley start with fuel filters, what engine do you have?
