It is supposed to help the paint stick to the metal. Most metal etchers you rinse off after 15 to 20 min to prevent too much zinc phosphate from forming and getting chalky.

I was not aware that the white film was normal.
I may have overdone it a bit as it did turn chalky in places. Since then I have wire brushed the whole floor.
The bad news..... I read the instructions on the primer... "Do not apply below 50F".
Looking like primer is going to have to wait until I have heat in the bus or Spring time. See which one arrives first....
