Propane gas tank

I'm on the look for my propane tank and I just found this one for sale, but Neither the seller or I are sure if I will be able to use it in the horizontal position. Can you enlighten me?
The price is good, but I prefer safety.

That looks like a 40# Horizontal tank to me.

Horizontal tank must be operated in the horizontal position. Some must be filled in the vertical position though. Would be nice to have a clearer picture of the label.

Judging by the cart that it is mounted in and comes with it I would suspect it to be a horizontal tank. The direction the pick up in the tank orientates determines if it's a vertical or horizontal use tank. If you don't plan on using the cart, IMHO, the tank is over priced, you can find a new one for that price or close.
