Skoolies with dualies have 4 brakes?
Do skoolies with dualies in the rear have 4 brakes in the rear. I.e. 1 brake for each of the tires?

No. Each axel has one brake per side.

No. There would be no place to put a second brake. Usually the rear shoes are wider than the front to give more surface area.
