What is this called and how do I remove it?

I am converting a 2013 Diamond shuttle bus to an RV and am very new to all of this still. These are all over the floor, I believe they were used as connectors for straps that held wheelchairs in place. How on earth do I remove them? Can’t access the other side of them and there’s no screw or anything in the front. The one on the left has the connector attached, the one on the right is what they look like when the connector is off. Thanks for any help!

I don't have these on my bus. Perhaps the blue plastic, in my pic, is a bolt head cover. Sandstone colored, on your bus.
