What model bluebird is this?

Was driving around yesterday, and could not notice this white elephant along the way. Dont know if is forsake since was parked at a closed business. Appears it was built for the desert climate with the 2nd roof layer. Looked in a window and appears to have bulkhead like a prison transport behind driver area. Also date of manufacture this said 2003. It is sitting low over the tires so assume it is air suspension. And appears to have possible full basement. Curious what model it is. And since doesnt have bus windows appears to have half the ribs, and the metal runs up and down not horizontally like a normal bus.
