those are a standard dayton hub you sure can replace just the rim.. my bus has 22.5 x 7.5 rims on its dayton hubs.. I run 11R22.5 tires. 7.5" is generally the minimum for an 11R22.5 tire.. suggested for 10R22.5 as well.

but my advice would be to check with local salvage yards for a good set of used ones.. they were used on everything from school busses to many trailers.. if the original tire size was a 9.0 x 20 then a 10R22.5 is a close match in width and height.. they are a little harder to find.. if you have decent clearance up front and in the rear wheel wells you very well may be able to get a set of 11R22.5's on which are an easily obtainable standard modern truck tire...
as far as a year and model thats tough as dayton spokes were optiomns on many different years.. there are school busses as new as 98-99 with dayton spoke (maybe newer) and ive seen busses from the 70s with stud or hub pilot disc rims...
