The bus looks to be in pretty good condition with no rust.
Since it does NOT have any luggage compartments and it is not a high ceiling model I would suggest it most probably has the T444E engine.
The 'T'-handle gear shift suggest it is NOT a 2000/3000 series transmission with OD but an AT540 or MT640 series non-OD transmission. If it has the under 200 HP T444E it most probably had the AT543.
I could be all wrong and it has the 250 HP DT466 with the Allison 3000 transmission with two OD gears. But I doubt it.
Even though a lot of work has been done, unless you know how the work was done you won't know if it is worth the cost of conversion over the cost of an unconverted bus.
If the power package and final gearing is something with which you can live then I would say it would be a bargain at $5K, affordable at $6.5K, but over priced at over $7K.
