I’ve imported 5 vehicles into Canada and yes removing 1 seat would disqualify it, however if the seat was put back in you could import it. Repairs are not considered alterations and even some very minor alterations should “probably” be ok like a trailer hitch. The federal inspections don’t seem to be extremely thorough - they’d likely never notice if it had a different engine or something but if they found out about it it would be a no go. Missing seats or a roof raise on the other hand would be noticed.

And don’t confuse importing with coming in with your bus for vacation, bringing in for vacations are no problem
