ISO Van/Shuttlebus/Minibus In Florida

Looking to do a conversion, but want to be able to park in small places and campsites. AWD would be highly preferred. 25' HYD breaks in order to not need CDL.

What state are you in that requires a CDL for air brakes? Ga. doesn't make a distinction between air or hyd. when driving and RV or bus. Some states only requires an air brake endorsement on your standard license. I'd prefer air brakes over hyd.
