I know its board policy here that all busses go to auction.. I tried to buy a couple. (my next door neightbor was the school board president and even he couldnt authorize selling me some busses)... the reasoning here was that "supposedly" in a previous era a transportation director was retiring busses that had lots of life left in them .. being sold to a "broker" who then re-sold them and gave this guy kickbacks in the form of cash under the table... pushing busses through the auctions prevents that from happening.. sure he could still push good busses out the door. but said "broker" isnt going to have exclusive rights to buy them. so the prices would get bid up with other dealers, exporters, etc. so no reason for kickbacks. and thus the problem is alleviated.. I was told an exception could be made for the totalled Amtran that I was goign to snag the drivetrain out of. but that bus (after 2 years) is still tied up in lawsuits. so i'll never see that one..

You have to remember "most" school buses are federal government property and there are federal regulations governing how surplus assets are to be liquidated to the highest bidder. Fraud would run rampant if it were any other way.

Most school buses are either leased by school districts, or purchased outright and owned by the district.
States offer incentives under various conditions, and some have state laws about ownership and disposal.
The Federal government is not involved except for SPED buses.

I cannot speak to how it works anywhere else but I have worked in County government here and, worked with the school district and with surplus disposal. The buses here are entirely the property of the district unless they lease them or use a private transportation contractor.
Twigg is spot on as far as how things work here.
Things do tend to vary by location.

Columbus city busses are board owned and state inspected . The city imposed their own “regulations” on busses that are aged out and retired, the state will force a bus out of service it isn’t up to spec.
Ohio used to be sticklers in mechanics and not care about rust but now they are really cracking on rust big time.. so we will be seeing some decent busses coming It if Ohio as they will be mechanically soundcwith not a lot of rust .. I think the big issues came about with 3rd party like first student and VAT who were running busses that not of us wouldn’t touch with a 10 foot pole.

It already sold. I went and looked at it it was pretty nice. Sold to a family of eight who are turning it into a motorhome.
He has a 1988 MCI with a 8v92 and manual trans also. Going to check it out. It has a broken rear axel. He said he would dicker on price.

The Thomas has the high ceiling and Cummins 8.3.
Something is off though, because the ISC wasn't produced until mid-'98. Prior to that it was the mechanical 6CTA
Looks like the MT643 Trans.
