If it's a rear engine, the intake is up around the height of the top half of the windows, so yeah, kinda had a snorkel.

As far as seeing the road though, your guess is as good as mine. Haha

The placement of the door tells me it is a Type 'D' bus.

The location of the bus tells me with 99% certainty that it is an RE bus.

As it was noted before, RE buses have air intakes usually pretty high. Most are above the top window rail.

It was a dumb thing to do for the first bus. For the second one to cross through there it was almost criminally stupid.

They are lucky the bus did not start to float.
If rear engine, the front could easily float and then you are head where the water is headed.
