It might take a little bit of work and persuasion but most big city and ALL state police will have an auto theft unit/detective. they have books not available to the public that helps them locate vin numbers stamped on a car/truck/construction equpment...etc.... and also what is called "confidential" numbers stamped on a unit that they can reverse engineer in order to determine an actual vin of a unit.
They may or may not be helpful but there is a caveat to be aware of. Cops on duty are not your friends, they are on the clock doing a job and you may or may not find yourself where they impound the bus for investigation if they are unable to locate the vin. The policy is different in all jurisdictions!
I would first contact a Thomas bus dealer and ask for help. The vin number is also written into the ECU but who knows if your DMV will accept a notarized letter from a dealer who confirmed your vin thru the ECU?
Maybe the bus dealer can get a duplicate vin plate for you. Thomas does not use a metal plate, they attach a sticker! That would be easy for them to reprint. Ask a Thomas bus dealer for help!
If one dealer says NO, then go on to the next one and until you find one that is willing to assist!
I had that done on a utility trailer I purchased but I admit, I got lucky!
Think out of the box...busses do not require or use special rivets to hold down the vin plate like an automobile does. They use standard rivets...maybe getting a blank plate and professionally engraving your numbers onto it...it is not fraud or illegal so long as your are
NOT trying to hide/disguise stolen property!
