CA diesels can’t be older than 10 years?

I tried to renew my 2000 ford E-450 short skoolie I converted and the CA DMV tells me that I am not CARBS compliant. They tell me that medium to heavy duty diesel vehicles operating in California cannot have engines older than 10 years. They say I need to scrap my engine and get a new one. Has anyone in California run into this problem? I’m trying to register it in another state. Please let me know if anyone has any experience with this new regulation.

That sucks, but I hope the person who thought I was BS'ing about CA coming after diesel RVs sees this. Hate to say I told you so...

OP, you might consider registering in VT, SD or some other state that allows it, might be a way around it.

I don't believe that California has outlawed old diesels in RV's yet. Would of heard the screams across the internet if they had.

Commercial, I agree.

But private use, no I don’t agree. Not as I read the rules last year. I can’t drive a commercial anything that is diesel powered and more than x years old. There is a list of exempt vehicles.

Motorhomes/RVs are exempt from this requirement.

Note - I didn't say outlawed, I said come after. In any case, the OP isn't just making this up for kicks. Apparently CA DMV is demanding a DPF retrofit on models over 10 years old. Non-CARB-compliant means they are requiring a DPF retrofit or a repower with a newer engine so equipped. The question is, is OP's rig retitled as an RV, or still titled as a bus? I still think OP should look into registering in a state that can be used as a workaround.

The Truck & Bus Regulation also does not apply to the following vehicles, but these vehicle types may need to report in the Excluded Diesel Vehicle Reporting (EDVR) system to avoid DMV registration denial:
Quote:
Motorhomes used for non-commercial private use including vehicles converted to a motorhome. “Motorhome” means a single vehicular unit designed for human habitation for recreational or emergency occupancy and built on, or permanently attached to, a self-propelled motor vehicle chassis, chassis cab, or van, which becomes an integral part of the complete vehicle or a vehicle that exclusively tows a trailer that was originally designed for human habitation for recreational or emergency occupancy.

Just don't expect such loopholes to last too many years, all they need is to strictly enforce the "vehicles remaining in CA past X days must register locally" pay property taxes etc

At some point just like boats, you will be required to provide **proof** that the vehicle's only been in state for < X days.

And just to be clear, I think such measures, and much stricter ones, are well justified in the face of our existential climate crisis.

If they result in those who disagree being "forced" to leave the state, that is also a beneficial side affect.

What’s the GVWR? Under 14001 lbs are exempt from the CARB particulate filter laws. The vehicle still needs to pass smog inspection

I have never read any official documentation that puts an expiration date on the RV loophole. The same goes for the GVWR threshold. I’ll try to call them today to get answers.

Anyone have a specific question?

I think john61ct was referring to the Vermont registration loophole. There's no indication that California will get rid of the RV exemption, since RV traffic makes up an infinitesimal fraction of the miles driven by diesel engines every year. Contrary to the belief around here that California is run by hippies, CARB regulations are practical measures aimed at reducing smog and other pollution problems (although not global warming), a major deal for a state sandwiched between prevailing westerlies and mountains. Putting the CARB requirements on RVs would have no measurable effects on anything.

I have a 2007 Chevy Duramax-based Thomas with a 12500 GVWR. I just passed smog and contacted DMV by phone for registration fee info. No problems. Oh, I still have an SB vehicle type and registration for the year, including late fees, $22

You can't drive a diesel powered vehicle in California as of Jan 2021 according to the BeNimble rules. Please leave the state, take your family and friends with you.
I hear Idaho is nice this time of year.

Neither. I believe it is registered as a UT. I think that is a utility vehicle.
