HELP... Ontario Classification for School Bus conversion

I am a resident of Ontario, I bought a school bus 2 years ago and have been slowly converting it into a Skoolie. I store it on a vacant property I own, and no one has said boo about it, until this week. I got an order from the Town to remove the "inoperative vehicle" from my property. I think I found a loop hole in the bylaws, but need to find the definition of an RV as set out by the province of Ontario, I couldn't find it in the Traffic Act.

Any Ontario Skoolies out there that can help? or even Canadian Skoolies?

I remember reading it somewhere on one of the government sites when I start this project, but for the life of me (and my Skoolie) find it.

Please help.
