Insurance/Titling - Virginia Specific

These are more preliminary questions than anything, but since VA has some oddball insurance laws (like having to insure anyone in your house of legal driving age, regardless of if they have or want a drivers license or are even capable of operating a motor vehicle).

To transfer title and insure a "skoolie in progress" i.e. not finished, seats and other school bussy things all removed.
What did you put on the title xfer form?
How was it insured (commercial vehicle for private use? something else?)

What are the actual requirements to have the "converted vehicle" title (RV). I've pored over DMV and LIS (Virginia Code of Law) and there aren't specifics, so it seems dangerously subjective. Is there anything out there for inspection requirements? Most auto shops I've seen just post the basic requirements for cars/light trucks.

Has anyone worked with Wendy or whomever else replaced Rick at Sutphin insurance? Or have you found another insurer that wasn't a complete nightmare to work with?
