They usually mean that you have fitted some or all of a list of features.
120V electric
Toilet
Cooking facilities
Food Storage (fridge)
Beds
Running water
The list varies, and what they accept as "fitted" varies too.
Some states only demand an affidavit saying that the changes have, or are about to be, made. Others require inspections.
