Pennsylvania registering 1988 INTERNATIONAL BUS as van?

By now you probably have this worked out, but when we went to register ours, we quickly discovered that it could not be registered as a van. You can register it as a truck, but then you have to either remove or block all the windows, since they are supposedly what makes it a passenger vehicle---not the seats! Registering as an RV/Motor home is a substantially cheaper but requires an enhanced inspection as well as either putting in a running water system, or permanent bed. At this point, our bus is still a bus, but we're working on getting transit tags just to get it out of the state when we move in early August. In New Mexico, all they care about is the weight of the vehicle. Now that sounds like my kind of registration system!
