2004 Ford E450 6.8 starting issue

My daughter has a 04 Ford E450 shuttle that had a wheelchair lift. It was running fine, but we parked it over the winter while doing a brake job, removed the wheelchair lift, stripped the interior for new subfloor and sealing windows... etc. The battery died and went bad over the winter so we put 2 new ones in (one in the engine compartment, and one goes under the chassis). We also replaced the starter. The bus still won't start though! The starter relays seem to be working, and we have 12volts to the starter but the ignition doesn't seem to sending the signal to the starter relay.
Is it possible that these shuttle buses have a interlock system like the bigger buses do? I ran into that on my bigger International and was able to bypass it, but I didn't expect that or think those systems were in place in the shuttles. If it is, any guesses where I might find that relay? Any other guesses or suggestions?

Just wanted to give an update in case anyone else comes up with a similar issue on a Terra-transit shuttle. The issue WAS some sort of interlock system!! My dad came over and helped us figure the the best way to bypass the series of relays and now she fires right up. My daughter was SUPER excited- and as always it's fun to learn something new.
