At $637 auction price, my money is on coolant contamination and probably the exact dirty trick I explained earlier to make it appear okay outwardly.

It sure is a cute bus.
Stickers: Yeah ... and they could reuse the wheel on the next bus! However, a can of spray paint is easy to use.

FACTORS:
* I'm looking for something to convert and insulate and still be able to stand up in, without a roof raise. I'm 5'11".
* I don't plan on driving around a ton, though some trips (even potentially a cross-country one might be nice. Daily life will be as a quarantine bus in the Philly area.

Probably a good bus if it has a T444 / T444E, 7.3, Cummins 8.3 / 5.9, DT466 /DT466E. Also find out which transmission it has. Ask for pics of underbody or inspect it carefully, for rust. Also get an oil analysis if possible to verify mechanical condition.
VT365 is also a possibility for '03, I think the MaxxForce came later around '07-'08. Either engine is to be avoided at all costs. An '03 should have a good mechanical package, but verify what it has and its overall condition. $2800 is a good price for a solid bus, but insane for a worn out rustbucket.
My sources indicate the VT365 (essentially the 6.0) was used in the IC RE's. Navistar supplied this engine to Ford. The MaxxForce series was also available. The MaxxForce is just as bad as a Powerstroke due to emissions issues. I believe the MaxxForce came in '07.
Verify what it has. Walk away if it has a MaxxForce or VT365, and don't be fooled by the MaxxForce DTs in newer buses -- this was a slick attempt to fool people into thinking the MaxxForce was the old familiar reliable DT engine.

Well I did in fact buy the bus we're speaking of.
Have to verify the engine but it's a 7.3 Turbo Diesel, Allison Transmission. See pictures for rust.
I think it's barely any rust.
When we purchased it we stayed away from NY, N.J and other states where it snows lot.
We got it from Virginia drove it back with a problem..

If you bought it in Virginia, and it's originally a Virginia bus, rust is likely to be minimal. I don't see any pictures yet, perhaps they haven't uploaded yet. Here are some ways to tell which Allison transmission it has, not all are created equal.

Pretty clean for a 17-year-old bus. I've certainly seen worse. Doesn't look too bad, but I would deal with it before it gets worse. Should be able to blast that and put some converter / primer on before patching, if necessary, which doesn't appear to be. But you certainly don't want to just let it go.

Yes, the rust does not seem too bad.
It looks like it is mainly on the fuel cage, is that correct?
The rails look to still have the original paint on them.
