Weather stripping top of window

We’ve started pulling our windows and cleaning them up. They seem to have good glazing. One of the windows has some weatherstripping that got folded a bit and a kink. We’re wondering if we need to replace it, if so, where do we buy new stuff? Is it possible to seal it from the outside instead of replace weatherstripping. We’re thinking that because it’s at the top of the window and that has that protective cover that the top of the window is not that much risk of leaking. Only want to do this once and right though!
