first off SAFETY FIRST
sounds like your rear drums are stuck due to rust or water, the semi metallic drum linings can rust to the drums, mine does it a few times a year
do not skimp on this step!!!!
block all tires front and back, you do not want the bus to be able to roll over you!!!
once blocked, fire bus up and build air pressure, release brakes with park knob (just like you'll drive it)
grab a 3 pound sledge hammer and a pc of 1/2 or 3/4 dia metal rod about 12 inches long (an old socket extension can work)
crawl under bus, be careful the bus can move/jerk when brakes release
look at rear brakes and you can see the shoes, notice if the pads are still touching the drum, if they are set the rod on top of shoe so the end is against the shoe ->_i hit rod very hard and quick a few hits should "pop" it loose
repeat on the other 3 shoes (2 each side)
