Just started looking for a bus to convert. Not sure what the part is with the chains and why they are hanging so low. Any help would be appreciated!

Yup auto chains. There should be a switch to turn them on and off. They are not for use over 20 mph. Also they sometimes like to stick in the down position. Some lube on the pivots can help with this.
