Just cause the handle is in one position or another you need to look at the actual valve- I’ve replaced handles so they don’t stick out and they operate back as awards to normal. But my 97 Amtrans has valves at the engine going to hoses under the steering wheel area- then another valve on the inside that shuts the flow to the three inside heaters. When I disconnected the floor heater I simply put a u shaped fitting so the fluid still goes in and out of that fitting to power hot water to the other heaters. It’s a connected system. First thing I would check is the coolant overflow and add coolant in needed. I removed my rear heater when gutting my bus. I had two gate valves in engine bay that I closed before removing heater. I did have to add coolant after removal.

I would check the ball valves if that doesn't work, they might be stuck closed.

Dirtdoctor is correct. I had to do the same and loop the coolant lines together.

Just to clarify my situation: I removed my mid and rear heaters in March 2019 (looping the hoses behind the driver's seat), and over the 2019-2020 Winter the remaining heaters continued to work as normal. It is only with the recent cold weather that I've found my cabin heaters (and the defrost) are now not working. So it was not the result of how I removed the heaters two years ago.
