Looks like a NGD DT466. They were the LAST of the mechanical engines. THey were a DT466E but mechanical. It has the newer E style valve cover but mechanical injection.

Looks just line mine, expect yours has AC compressors on top, mine is a 210HP DT466 all mechanical, getting harder to find. And much much easy to work on.

Nevermind. Was just told it has "water in the engine" I'm not even going to as what they mean by that...

Very likely it has a bad seal in one of the cylinders. Coolant in the oil. Engine would need an inframe rebuild.

Yup it's a late 94 early 95.

I notice the OP's don't have the bundle of wires on the side like I yet it's a year newer.
