Many old carbs don't "spray" gas like fuel injectors do. They rely on the intake of air to sort of "suck" gas from the jets. That said, many do have what's called an "accelerator pump" which gives a small spray of gas when the throttle is pushed.
Is this bus running a mechanical or electric fuel pump? (You may have mentioned earlier but I don't have time to look right now). I am guessing it originally had a mechanical pump but it could have been changed at some point. If it's mechanical, it may simply be worn out or, more likely, the rubber diaphragm inside has deteriorated from age. An electric pump should be simple enough, power has to come from somewhere. It's either getting power, or it isn't. A test light will answer that easily enough. If it's not getting power, trace back the wiring to a point that is getting power. It could be as simple as a blown fuse, a shorted wire, or the fuel pump is drawing more power than it's supposed to.
