No power

I have a 97 international 3800 7.3.
Runs and reeves up fine when in park. 2300 rpm
Put it in gear only can get
30 mph and 1500-2000 rpm.
This is what ive done.
Changed oil and filter
Changed fuel filter
Replaced #5&7 injectors
Replaced icp
Icp pressure 750
Hpop pressure 3000 psi
Both sides.
My fuel tank is up front behind steps do i have a filter
On the frame?
Has anybody have any suggestions.
Had a mechanic say the IDM
Is bad. Just wanted to get some in put before i order one

How's boost pressure? Any boots blown off or cracked? Any odd whistling noises or anything else?

I'm assuming no smoke or odd issues like a misfire or stumble... running smooth otherwise?

If boost doesn't come up... fuel wont increase and you wont make any power assuming it is stock and not tuned.

Might be wise to check base fuel pressure also. There should be a port on the filter bowl that you could hook up a manual gauge to.

EPB valve and IPR sensors can also cause similar issues. Smooth running but no power.

Also check the MAP sensor and hose that goes to it. They are easy to break.

Got good readings on all of the above. I have a relay clicking it quits when pressing the brake dont think thats related to power issue.
I have a charging port for the phone that quit working not sure if it possible that could be causing some other issue
Im going to check all fueses and wiring today. Not sure if i have the old ecm system or the newer 3 box system. Where would the idm be if i have the single box system?

Take a good look at the cabling going to the sensors- when I brought my RE to a fleet mechanic they found several connectors on the harness were corroded out. I had previously replaced an IPR sensor to no effect, and this was the cause.

Ok will check all the above.
Cleaned the screen going into the fuel filter helped on power but speed
2000 rpm and 30mph
