100% noob answer

100% noob answer.
1. no idea
2. seems like where you add the engine oil
3. seem like the measuring engine oil stick
As I said I'm a noob, but I doubt that low engine oil would cause your bus not to start.

Take a video of what your bus is doing, does the ignition and the panel light up, is it completely dead, does it turn over ?
More info will help knowledgeble members to guide you in the right direction.

1: Transmission dipstick? (check when hot/idling for most transmissions; it should indicate so on the dipstick).
2: Engine oil goes here. Should have a cap on it.
3: Oil dipstick (check with engine off).

The dipstick with red fluid is the transmission oil. You should be using

The dipstick with black fluid is the engine oil.

The big hole should have a cap that won't pop off. It is where you add engine oil.

Probably not reason isn't starting. What's it doing- click, grunt, buzz...Or not doing?
