'97 AmTran with 7.3L engine won't stop

For history sake, bought this bus a couple months ago and started stripping it. We removed some wiring with the intent of bypassing the relay that handles the starter interlock. The method I used to bypass it was to ground the terminal that previously was connected to the interlock switches. Turned the key and it started no problem. After letting it idle for a couple minutes while doing some other checks I turned the key off and it just kept running. Using the run/stop switch at the diagnostic box back by the engine I was able to stop the motor. Any thoughts on what to look into?

I will say too that the ignition switch seems that it might be problematic. We originally went to start the bus a week ago and the battery was dead. When replacing the battery I noticed I can hear relays click even with the key in the off position.
