Changing the rear end ratio will give you more top speed if the engine has the power. It does seem like you are also under powered. What condition is the engine in?

I used to have an 87 GMC Bluebird with the 366 and an Allison 4-speed automatic (not even sure what model anymore). No idea what the gear ratio was. That thing was a clunker. Way too small of an engine for a 35 foot bus, we topped out at 55 on flat ground and 62 going downhill with a tailwind.

Mine had a failing carbeurator which impacted performance and it didn't run worth crap cold, liked to stall. I'm not familiar with the muncie but top speed is a factor of engine capability, gear ratios as well as transmission.

Last I heard (by certified mail as the last registered owner, ha ha) the guy I sold it to abandoned it in a Lowes parking lot in Indiana just east of Chicago. It's probably in a scrap yard yet around there somewhere if you want to find it
