2002 6.5L Questions

Good Morning all. I have the opportunity to purchase an '02 GMC with a 6.5L @192,000 for $1700 with a working wheelchair lift. Transmission and tires are good with "like new" brakes. Issue is that the engine is surging. Guy said he had a mechanic look and he thinks it is a broken spring in the IP. I know people have said shes not a "great" engine, but can be with proper care. As the bus just came from service I'd like to believe it has been taken care of, I'm not a big mechanic so I really don't know what I'm getting in to, but this bus is 4 hours from my house vs every other shorty ive seen being closer to 13 hours as I live in very rural Louisiana. Any advice or warnings would be very much appreciated. Thank you.

the 6.5 has a well deserved lousy reputation

When is the engine surging? At idle? Full throttle? Highway speeds in low gear?

I've never seen a broken spring in a db2 injection pump.
