Check my previous posts and you'll find several with detailed information on the operation of the governor and the two levers on top. The throttle tied to the cable going forward to the pedal, or maybe an air actuator if you have an air throttle pedal. The other shorter lever is the shutoff lever and it should have a small air actuator that pushes on it for shutdown with an electric Skinner valve controlling the air to the actuator. Normally the shutdown lever is spring loaded to return to the run position. If it doesn't do this something is seriously wrong. This is in my previous posts and you can also find it in the MCI manual in the engine section. The details on how the governor works will be found in the Detroit Diesel engine manual for sure. Two books you should always have on hand.
