1999 International 3800 d444e wont go into gear

Hi I am having an issue where i get the bus started, release the parking brake and shift it into D or R and nothing happens. If i pish on the throttle nothing happens. Any suggestions would be appreciated.

Air Brakes?

Do you have air brakes? If pressure isn't building up that will cause brakes to stay on.

Have you checked fluid level in the transmission?

Is it not going in gear? Engine just revs to 2600 if you press hard on the pedal? Or is the brake not releasing? Engine tries to rev but sounds like it’s laboring? What transmission? I can assume my 643 or at545 since it’s a 99 and you mention D and R.

Pressure is building. When it's in gear nothing happens. the engine does not even rev.

The engine just stays at idle. Its an allison AT.

Fluid levels are good.

When yo say the engine doesn't rev is there NO CHANGE in the engine sound when your press on teh throttle?

This is what my Thomas HDX with Cat C7 and allison 3000 does if one of the emergency doors is open. Fast idle won't work either.
