Images - International 3900FC shows all flat-nose. And yes, the 3800 should be a dog-nose. As I mentioned, if it is a dog-nose, there should be a badge on the side of the hood above the fender, like so...
I can tell you the RockAuto listings for an '01 International 3800 series with 7.6L show 72" and 72 1/2" belts, but show for "FAN ALT AND WATER PUMP" - which would suggest a separate belt for power steering?
FYI, for the most part, dog-nose buses are almost ALWAYS standard medium-duty truck chassis such as Ford F600/F700, GM 4500/5500, International 3800, etc. and are pretty much shipped to body builders such as Thomas, Blue Bird, Ward, etc., as an incomplete vehicle with only the running gear, hood and dash installed. Hence, anything under the hood should generally be standard-issue for the series chassis in question.
