Bus noobie in Columbia, SC.

Hi all! Iím currently looking at a 1998 International 3800 to buy. It has a T444e and 217,000 miles on it.
Iím wondering if anyone can help me out with what transmission might have been paired with it... the guy selling it doesnít know and I canít find any metal tags (or I donít know where to look) and from my research online itís confusing me.
My second question.
When driving it up hills (not mountains mind you) just SC rolling hills itíll slow to about 35mph from a 55mph is this at all normal? Mind you my first time driving a bus was two days ago LOL.

Lastly he only wants $2900 it runs and drives has no rust and to my untrained eye or ear seems to run fine.
For myself it seems like a good price. Thoughts please? Thank you,
