Bus noobie in Columbia, SC.

Hi all! I’m currently looking at a 1998 International 3800 to buy. It has a T444e and 217,000 miles on it.
I’m wondering if anyone can help me out with what transmission might have been paired with it... the guy selling it doesn’t know and I can’t find any metal tags (or I don’t know where to look) and from my research online it’s confusing me.
My second question.
When driving it up hills (not mountains mind you) just SC rolling hills it’ll slow to about 35mph from a 55mph is this at all normal? Mind you my first time driving a bus was two days ago LOL.

Lastly he only wants $2900 it runs and drives has no rust and to my untrained eye or ear seems to run fine.
For myself it seems like a good price. Thoughts please? Thank you,
