Crank But No Start. help!

I just got a 2008 international CE200 with a dt466 engine.

When key is turned the solenoid in the fuse pannel clicks. Jumping the starter it gets a good crank. Its not a fuel or battery problem. Vandalock? Something else?

I made sure the rear door and emergency windows are closed (when I open them a buzzer sounds). The top hatch has been removed. when I connect the possible wires there is a buzzer so i assume that leaving it disconnected shouldn't stop it from starting.

the control pannel to the left of the driver seat that controls heaters and lights has been removed. could that be a potential reason for it to not start?

I've heard the cam sensors on these can go...? anything else worth checking?
