Hi: I've posted before about this issue. It's been a year since I changed the fuel filters on my 97 dt466e. We've tried everything from bleeding the lines, to checking the IDM, replacing batteries, changing the oil, giving it a jump...you name it. Nothing turns the engine over. It cranks but it doesn't have the final push to start.
Could this be a starter issue?

Turning over and cranking are the same thing. Is it turning over, but not firing off?
Mine was turning over fast, so I thought. Meter said battery had 14.3, took it to parts store and put it on the load checker and it was bad. Replaced it with 2 batteries and it now spins twice as fast, still won't fire. I'll let you know what fixes that on Tues. when they come to fix mine.
Does it sputter? Does it turn over steadily? The sound of the motor turning over should be steady and regular. Any hiccups that slightly decrease speed indicate a problem cylinder (or 2).
Try getting a compression check done. Have you had the HPOP (high pressure oil pump) tested for correct output? Checked that the ECM gets power?
Divulge your diagnostic methods and someone might be able to suggest something you missed. An outside eye can usually see something you won’t!
do you have a high point bleeder valve after the filter or easy access to the injector line connections?
need at least a 1\4to1\2 tank of fuel for this.
open the bleeder valve or farthest injector line on each rail.
if so you can use an air compressor and hose drop the hose in the tank a little ways and wrap a rag around it at the filler neck to create a seal and pressurize the tank to push the fuel up through the entire system until you get good fuel flow at the farthest points or high point vent.
if you decide to try either just to see if it hits? DONT.
get a squirt bottle and put regular gas in it and use that instead.
will do the same thing.
ether is addictive if used to many times but the gas is a much softer drug.
battery charge is a definite,its hard to jump a bus without heavy guage jumper cables and a comparable size charging vehicle.
if you have an electronic engine then it is much SAFER for you if you spray the starting fluid through the air filter,put the cover back on and give the vapor a second to start migrating down/in just in case you left the key switch on or the glow plug relay is messed up.
