hi-beam headlight questions (2003 Amtran / IC 3800)

I think we have a problem with our headlights, but first I need to make sure I know how to operate them.

Right now, the low-beams work fine, and if you pull the multi-function (turn signal) switch lever towards you, the high-beams come on for as long as you hold it back, but they'll go back to low-beams as soon as you let it go & spring pressure returns it to its default position.

I know on some vehicles pushing this lever forward locks on the high-beams, and pulling it back only flashes them momentarily. But there does not appear to be a forward position. Am I correct in assuming the way to switch between high & low beams is to toggle between them by pulling back on the lever? All I should have to do is pull back & release to switch from low to high, or high to low, right?

If I'm right so far, is it some special sort of relay that controls this switching?
