If it were my bus I would start with the easy things. The parking brake seems to be crap. Fine. The next thing I would do is to chock the wheels and unplug the actuator to see if the rest of the braking system will work without it (It might need to be "caged" or whatever.. not sure how this unit works). If there is a safe, empty, flat parking lot it could be taken for a drive to see how it does. It would be important to have two people for this. One to hold the brakes and the other to pull and place the wheel chocks.

If things otherwise work, then I would go find a manually actuated drive-line parking brake and slap that in. Even if it required you to go to a shop for fitment and fabrication it would cost a good deal less than the $4000 already invested in the faulty parking brake.
Not trying to hijack your thread, but I’m thinking the same thing. I have a 1988 Ford B600/Ward with this hydraulic parking brake system and I don’t want to give it a chance to fail. So, I’ve purchased an Allison 1000 to replace the original Allison 545. Other than gaining double overdrive, I will also have a parking pawl as well as a driveshaft parking brake that are included with the transmission. My question is: has anyone in the skoolie world ever considered removing the hydraulic parking brake system in lieu of a mechanical parking brake system? And/or would it be more trouble than it’s worth?
Thanks in advance...

Sounds like you may have a Lucas-Girling brake system.
Here's a thread with additional information: https://www.skoolie.net/forums/f13/h...kes-14739.html

I would expect that you could cap the line leading to the brake pots to disable the system and go with a cable actuated parking brake. Don't see why not, but it'd need some poking around, research, and perhaps some careful prototyping!
