Military Surplus DT530 throttle

I have a 2008 DT530 military surplus that I have installed in a Gillig Phantom. Though it is a 2008, its 2003 EPA so no egr, def, etc. which complicates finding the appropriate parts.

We got it fired up last week but the throttle does not accelerate. The throttle I purchased is a new in box Williams WM540 suspended pedal with 400468 APS/IVS Sensor. However, when we test pedal voltage, it does not correspond with schematic we have. Open vs Closed, ohms, etc.

Has anyone installed or used one of these engines and found the correct throttle?

That is alot of blue awesomeness. Is it an optical illusion or is the engine going to hand out past the factory bumper?
