Every thing in life is a trade off
Most buses are built for the area that the bus will be used. You can make any bus go 100MPH. Ya gotta spend some money. There are no buses that are unsafe at 50MPH. Maybe it is the driver that is unsafe. Please post some good information about your bus. There are many solutions. I have many unused answers. Frank

well its an 85 with 185k on it. 9.o na with an AT545. 32 footer so i assume that the 3/4 size. when i bought it it would only go 45 max..took off governor no change..
.so i figured if i switched the rear end ratio id be able to get a higher top speed on the flats knowing that itd be slow on hills but mostly i cruise cross country on interstates. the original rear ratio was 5.57 and it had split wheels. well my junkyard buddy hooked me up with a deal......a complete axle assembly.with only 20k miles on it...leaf springs air pots new budd wheels brand new rubber on all four wheeels all for 1500.
so i felt it was an awesome upgrade. safer more modern super low mileage etc all for 500 dollars more than the replacement rear gear for my original pumpkin would cost.
oil change all new filters replaced gaskets to stop oil leaks. the other difference besides axle ratio is the outer diameter of the tire is more modern standard..24 i believe i need to go check.
also i baby it. i go low rpm on hills and dont push it. i keep it below 27-2800 and since have owned it not gone over that religously...
so i dont know whats up. my uncle is a big rig mechanic albeit a grumpy one who cant be talked into working on it even for mony but he did go for a fifteen minute test drive (not on the highway but rural without any big hills) and says it sounds good and seemed to be running good
still has 22.5 tire in front and 24s in rear so it looks like a gasser hot rod

A vehicle that doing 45 to 50 mph on the interstate is unsafe. I have seen slow moving vehicles get pulled and ticketed for "driving too slow".

It looks like ya have a 9.0l diesel engine. How did ya remove any governor? Most diesel engine governor is a major part of the fuel system, not to be removed.
You did not make me understand why bus is unsafe. Your bus improvements are great. My Crown bus has 24.5 wheels in front and 22.5 in the rear. It is very difficult to notice the change. You now just need a bit more power. The obvious choice is a turbo. Also you can add alcohol/water, nitrous gas or propane injections into the air cleaner for an improvement in power as well as economy. On most Allison trans, the shifts can be changed to a bit higher RPM, so the engine does not drag down after a quick shift. frank

wow
idid remove the governor and nothing happened good or bad. unsafe and illegal just because its so slow i feel. v\\im a good driver i drove flatbeds for a sprinkler company and school buses for over six years now no problems im also a very defensive driver leaving too much room etc for prevention etc.
where did you find the info on engines for sale, tho interested.
seems like i should just fix mine or just buy a whole new running bus for that price tho. im planning on switching to another engine anyway but not another 9.0 more like a 3208 or a dt466.

Two questions first. What rear axle RATIO did your new rear end have? And when our out cruising at 2700 rpm, will the engine hold that rpm, or does it fall off pretty fast when you come upon a slight hill? One way you may be gear bound or you may have a power problem. Tho you got a smoking deal on the rear end, it needs to be a faster ratio then the one you took out.

well same axle series just brand new and different ratio. not it took me actually a year off and on to actual drive at highway speed so i cant remember exactly but i feel its not much better. but the original was a 5.57 and the new one is a 4.44

someone suggested a power problem ? or a "gear vendor" not sure what that is.... if i have a power problem how does one recognize a loss of power and remedy it. it basically slows down pretty fast when i hit a hill and sometimes can literally slmost stall out near the end of it. there were a few that i almost didnt make it

Saying that a 9.0L doesn't have the power to do above 50 on flat ground is a myth. They are no power houses by any means, but our scout troop used to have an '87 with the 9.0 that would do 75 on flat ground if you let it. This was a bus that was fresh out of school service with no modifications at all. If you want I can find out what gearing the thing had, I think it was fairly high. Also, on hills you should try manually downshifting the allison into third or second. Those old allison's are stubborn to downshift, and that does not mix well with a naturally aspirated diesel. We found that doing this made a big difference.
