Need part identification.

Okay I'm sorry in advance. Humor me?

I need someone diesel mechanically inclined (or just smarter than me please) to take a look at this and tell me what it is, and what's missing.

Picture yourself looking at the underside of a 2002 thomas flat nose bus with a Caterpillar engine and an allison transmission.

your are looking at

starter ring gear, torque converter, flywheel. there is probably a cover that goes over the hole that is missing

And what does it do exactly? Could the bus be driven like this, and what would happen if it were?

Yes you can drive it with no problems it is just an access plate to get to the flywheel looks like its been off for some time by the oil stain on the mounting surface.

Good idea to replace the cover plate though. A rock bouncing up in there could be costly. Trans and/or engine would have to come out if the ring gear were damaged.
